Rất nhiều đề Task 2 bắt đầu bằng “governments should…”, và bài band 5.5 dừng ngay ở đó — nêu việc chính phủ nên làm rồi thôi. Unit này cho bạn lớp thứ hai: chính sách được ban hành thế nào (policy, legislature, manifesto, mandate), triển khai ra sao (implement, bureaucracy, red tape, municipal, pilot scheme), và ai kiểm tra nó (scrutiny, audit, vested interest). Đoạn đọc dựng một khung bạn dùng được cho gần như mọi đề chính sách: một chính sách có ba đời sống — công bố, triển khai, đánh giá — và tranh luận thường chỉ chạm tới cái đầu tiên.
