Unit 31 dạy bạn nói về vấn đề khí hậu; unit này dạy bạn nói về chính sách — thứ mà Task 2 thật sự hỏi. Điểm phân biệt band 6.5 với band 5.5 ở đề này là cặp khái niệm mitigation (làm nhẹ nguyên nhân) và adaptation (sống chung với hệ quả), cùng khả năng cân nhắc chi phí: carbon tax, levy, quota, cost-effective, feasible. Đoạn đọc của unit lập luận một điều ít ai viết: biện pháp rẻ nhất (cách nhiệt nhà cũ) lại là biện pháp chính trị gia ít chọn nhất, vì nó không có gì để cắt băng khánh thành.
