Unit 28 đã cho bạn từ vựng giao thông đô thị. Unit này lùi ra một bước, đứng ở chỗ người làm quy hoạch: xây lan ra ngoài hay xây lên cao, ai được cấp phép, ai trả tiền cho hạ tầng, và ai bị đẩy ra khi khu phố đẹp lên. Từ khóa quyết định điểm ở đây là gentrification — nghịch lý mà rất ít thí sinh band 6.0 nói được. Nhiều danh từ trong unit không đếm được (housing, sanitation, zoning, land use, waste management) trong khi amenity và utility thì lại hầu như luôn ở số nhiều.
