Đây là chủ đề của cả Listening Section 1 (đăng ký thẻ thư viện, nộp đơn xin giấy phép) lẫn Task 2 ("Should the government ban…?"). Ở band 4.0–4.5, chỗ mất điểm không phải từ khó mà là ba lỗi nhỏ: quên "in" trong "fill in a form", nói "pay a fine" thành "pay a penalty money", và dùng "free" cho cả "miễn phí" lẫn "rảnh". Unit này cho bạn ngôn ngữ để mô tả một thủ tục từ đầu đến cuối và để bàn về quy định trong bài viết.

Chuẩn bị 60 giây rồi trả lời mỗi câu 25–35 giây. Cố dùng ít nhất một collocation của unit trong mỗi câu trả lời.
Tự trả lời thành tiếng trước đã. Sau đó nghe câu mẫu, rồi nói lại lần nữa — bắt chước nhịp và chỗ ngắt, đừng học thuộc.
