Paragraph B

Emma Hart Willard was born in Berlin, Connecticut, in February, 1787, and died in Troy, New York, in April, 1870. From 1807 till 1809, when she married John Willard, she was head of the Middlebury (Vermont) Female Academy. In 1814 she established the Middlebury Female Seminary, where she made innovations in women’s education. She sent to Governor DeWitt Clinton of New York plans for improving female education in 1819. These plans centered on educational equality for women. Although her proposals led the New York Legislature to charter the Waterford Academy (1819), the State failed to provide financial aid. At the invitation of citizens of Troy, New York, she established the Troy Female Seminary (1821), the first U. S. college-level institution for women. It provided instruction in subjects such as mathematics, philosophy, and science, from which women had been traditionally excluded. Mrs. Willard wrote history and geography textbooks that were used in many schools. These books trained hundreds of teachers who spread doctrines throughout the country. She returned to education in 1838, devoting herself to the improvement of common schools and preparing the way for women’s higher education. The work in female seminaries usually differed from the courses in men’s schools in that it gave more attention to the social amenities and to music and art. Vassar opened at Poughkeepsie, New York, in 1865. It is usually credited with being the first women’s college which gave priority to academic standards. Oberlin College in Ohio, founded in 1833, opened as a coeducational institution. Its first women students were admitted in 1837. Many men and women had thought higher education was unsuited to a woman’s destiny in life. Emma Willard totally disagreed, and it was her determination and diligence, along with that of other women of foresight, to seek equality on principle.

In the spring of 1947 William L. Clayton, the State Department’s chief advisor on economic affairs, reported to George C. Marshall, who had become Secretary of State in January. Clayton’s message was that the United States had underestimated the extent of wartime damage in Europe. Only a program of massive economic aid could rescue Western Europe from disaster. The policy planning staff, under George Kennan, brought forth a plan which Secretary Marshall presented at the Harvard commencement on June 5. It was to be a policy directed not against country or doctrine but against hunger, poverty, desperation and chaos. Marshall offered aid to all European countries, including Russia, and made it clear that each country would judge its own needs. In late June the foreign ministers of France, Britain, and Russia met in London to discuss Marshall’s overture. Foreign Minister Molotov arrived with eighty advisors, but during the talks got word from Moscow to withdraw from this “imperialist” scheme. Two weeks later a meeting of delegates from Western Europe formed a Committee of European Economic Cooperation (CEEC), which had a plan ready by September.

In December President Truman submitted his proposal for a European Recovery Program to Congress. Two months later a Communist revolution in Czechoslovakia ended the last remaining coalition government in Eastern Europe. The fear of another war caused by the seizure of power in Prague assured Congressional passage of the Marshall Plan. From 1948 till 1951 the Economic Cooperation Administration (ECA), which managed the Marshall Plan, poured about 12 billion dollars into the European economy.
